HTML5 has two standard

The web standard HTML5 will do perhaps more so. In a message on a discussion list W3C Ian Hickson, author Acid2 and Acid3 tests and the HTML5 specification WHAT Working Group (WHATWG), announced the separation of the group work of the W3C. The WHATWG is an independent W3C, backed by publishers Mozilla, Google, Apple and Opera. Started by the WHATWG, work on HTML5 has been taken over by the W3C in 2007.

The manager explains that the slow work of the consortium and the separation of HTML5 into several "sub-specifications" (2D canvas API, postMessage, server-side events ...) motivated him to make that decision. All work must be duplicated W3C WHATWG side, which would have created considerable confusion in everyday life.
